Scheduled Castes Sub Plan (SCSP)

Scheduled Castes Sub Plan(SCSP) have been implemented from 1980-1981, with the aim of uplifting the socio-economic and educational status of Schedule Caste people. Tami Nadu Government allocates funds to Adi Dravidar Welfare in accordance with the extent of population i.e., 20.01% and 1.17% respectively.

To give greater impetus to the plan, a Special Act has been enacted in the Legislative Assembly and issued Gazette Notification on 29.05.2024 to ensure smooth implementation of the Adi Dravidar Sub Plan as per the announcement made in Budget Session for the year 2023-2024.

The Act provides for the preparation, approval, implementation and monitoring of the Development Action Plan for Adi Dravidars as per population ratio and allocation of funds and purposes incidental or incidental there to.

Adi Dravidar Welfare Department functions as the Nodal Department for implementation of the schemes under the Sub Plan. At the State level, the Secretary of the department has been appointed as the Monitoring Officer.

To ensure expeditious utilization of funds allocated for the welfare of Adi Dravidars by all implementing departments, monthly progress reports of the schemes are received and performance is monitored. The performance of the departments is reviewed periodically by the State Level Monitoring Committee headed by the Chief Secretary.

During the financial year 2024-2025, Rs.19363.56 crore (21.97%) has been earmarked for Adi Dravidar sub-plan and Rs.1738.40 crore (1.97%) for Tribal sub-plan, out of the State annual plan allocation of Rs.88,130.83 crore.
